Building Block Maturity detail

The End GBVF Dashboard building blocks were co-designed with the GBVF Technical Monitors and Data Analysts based in the Offices of the Premiers and Leading Government departments.  This is version one, and the GBVF Services and criteria will keep growing as our data matures.

Below are the current Building Blocks with the criteria that determine the maturity “green-ness” at this stage.  If you have any suggestions or comments on what we can include in future versions, please send us an email at info@theworldofimpact.org

Facilities

National government resources with dedicated GBVF services  – The data gathered is currently based on services for which there is a contact person. More data will be gathered and verified as the End GBVF dashboard develops over time.

Police Station GBVF Support Services - Dedicated infrastructure and officers trained to handle gender-based violence cases. These units provide immediate assistance, conduct investigations, and offer referrals to other support services.

GBVF Desk  - a separate desk away from the public reporting area, manned by a qualified officer

Victim-Friendly Rooms - a separate room at a police station with a cough, table, chair & dignity pack

Family Violence , Child Protection & Sexual Offences Unit (FCS) - a specialised division dedicated to addressing crimes related to family violence, child abuse, and sexual offenses. 

Community Police Forum (CPF) - a structured group of community members, local police, and other stakeholders working together to enhance safety, address crime, and improve police-community relations.

College GBVF Support Services (TVET) - On-campus services to support students facing GBV. These services often include counseling, legal advice, and safety planning, as well as educational programs to raise awareness and prevent GBV.

GBV dedicated resource - a warm body whose only role is to design and support efforts to end and respond to GBVF within a specific area

Magistrate Courts GBV support services: Dedicated infrastructure and trained officers to provide adequate preparation for court appearance and specialised handling of GBV cases, ensuring victim safety and protection, legal aid, and swift judicial processes to address and mitigate GBV incidents.

Victim-friendly room - a designated space within a courthouse designed to provide a safe, comfortable, and supportive environment for victims of GBV and witnesses who are required to attend court proceedings. 

Preparation Officer, Social Worker or trained resource - a trained officer whose specialised  role is to ensure that victims of GBV are adequately prepared for their participation in the legal process, thereby helping to alleviate their anxiety and improve the effectiveness of their testimony.

Percentage of regional and district courts in the local and district municipality that have the service.

Hospitals with specialised medical care for GBV victims, including forensic examinations, emergency medical treatment, and psychological support. 

Clinical Forensic Medical Service - a specialised medical service provided by a health care professional which invloves perfoming comprehensive medical and forensic examinations for survivors of sexual assault, including the collection of evidence and provision of necessary medical care.

Dedicated resources

Local government resources dedicated to GBVF, which typically include dedicated officials, funding for support services and programmes, training for law enforcement and judicial personnel, and public awareness campaigns to prevent and address GBVF.  More information will be gathered and verified as the End GBVF dashboard develop over time.

Victim Empowerment Coordinator - a dedicated official at a provincial level whose responsibility is to coordinate services and resources in a defined area to help victims recover and rebuild their lives.

Response Network

A coordinated and multi-sectoral group of organisations, services and individuals working together to provide assistance to survivors of GBVF. More data will be gathered and verified as the End GBVF dashboard develop over time.

Containment centres offer immediate psychological support and crisis intervention for GBV victims, providing a safe space for emotional stabilisation and connecting them to longer-term support services.

Community Support Centre - a room or house with a couch, table, chair and dignity pack

It is difficult to find a maturity criteria for municipal areas for this.  For the purpose of the End GBVF Dashboard we count one centre per police precinct.

GBVF One-stop centres provide comprehensive services for GBV victims in a single location, including medical care, temporary accommodation, legal assistance, counseling, and police support, aimed at reducing the stress of navigating multiple service providers.

Thuthuzela Care Center (TCC) - a specialized, one-stop facility designed to provide comprehensive care and support to victims of sexual assault.

Khuseleka Centre - a facility designed to provide integrated support services to victims of gender-based violence.

Although it is not official policy, for the purposes of the End GBVF Dashboard maturity is measured based on the availability of a one stop centre per district or metro.
